Start over from the top down..
Promote from within. Get rid of corporate consultants and people who have been running your company into the ground for years. Also, Turnover starts at the top. This group is always hiring someone and its not because of growth.
Do something about those benefits, they are not affordable to most of the staff. Have a payroll person that works more than part time so that pay issues can be resolved quickly. Have regional managers that do more than sit in their office and complain about their car accidents and their rental properties.
