Increase pay. Give Christmas bonuses (even small) to show that employees are appreciated. Lighten caseloads for goodness sake. Hire staff specifically for on call. It's a high stress job as it is! Making those stressed out employees spend a week being woke up in the middle of the night, transporting a kid all over the state for emergency respite, etc is recipe for a mental breakdown. Don't believe me? Try it! Do the job for months, then go on call. See what it's truly like.
