First of all I would come out of your office and drive to Bardstown and figure out why so many people are leaving. I would also not take up to 6 months to fill a position so the current workers have to work doubles due to short staff. I would also do a total overhaul of human resources. What kind of HR person would insult and be nasty to workers for leaving for a better job???? Let's just start there.

Retire the ones that's been there 20+ years or more and you'll get the older ones out that don't like change and cry over Everything. You'd have employees that would at least give you 100% every day!!!
