I can only speak for the Park Service since that's what I did but I believe they need more notice from management because they will feel as if their work isn't important and that keeps up they will start to get lazy and spread the word to their friends that they can get paid for just hanging out but that's not just the mangers issue its the Leads issue since they are over them so the leads chosen should be expected to make sure everything is going well and keeping the workers happy and motivated and inspired to work and the managers should do the same to the leads to much a happier and more motivated work place.
