Usually it takes over a month from the time one's resume is submitted, to when one is in final interviews. Typically, resumes are screened and a phone or in-person interview is given with the management. Then the medical team, and finally a social work team commits to an interview. All told, there can be 3-4 interviews for a single position.

Clean up your house, no matter how much emphasis your putting into your people, it is not helping the people at the bottom. Until you help the people at the bottom, your foundation will always be weak, especially with bad managers.
