My pay raised for the last 10 years weren't enough to cover the rising costs of the Health Insurance. For 3 years we didn't get a pay raise at all yet the cost of Health Insurance still went up.

Totally dependent on the governor's budget and what the legislature approves. The most I have seen is 5.5% one year. We once went three years without a raise. Averaged out I think it works out to about 2% per year but it varies every year.
