Structure the pay different, give better support to managers, provide new equipment and have a permanent mechanic on site. Change the service rating for the drivers. Give out Christmas bonuses.

If I was the overseer of sparkletts, I would make it a better place to work in by first,finding its defaults and correcting them almost immediately. I would also make it a better place to work in by secondly, getting to know all of my staff and employees. I would establish a strong connection for everyone to be on the same page through constant daily meetings and other work related activities. Thirdly, I would make it a better place to work in by making sure all of my team feel appreciate it for their hard contributions through rewards and promotions.
