Start paying all staff for hours worked beyond 40hrs per week. Keeping them on edge 24/7, due to the anticipation of being called in, hinders family time and other personal obligations, plus you do not pay them for this time is wrong and immoral.

Hire Clinical Directors, as opposed to clinical managers, who reports and is under the direction of the program managers. Program managers "DO NOT" have the appropriate clinical training background. No therapist will ever remain under the current type of management. These shortcuts will always create chaos and eventually a hostile work environment. This also usually have a negative impacts on the clients who rely on healthy environment, in order to thrive. You'll continue to pay the price, if this is ignored.
