Understand the way that this impacts staff morale, leads to lack of respect for administration, and undermines the mission of fairness and integrity claimed by certain agencies. I left after a decade of fufilling work here as I could not stand it anymore as so many were willing to look away while it goes on to protect their own jobs. The rare ones who speak up don't for very long.
