Depends on the program, in certain counties it's relatively quick in others counties it takes months as they keep "reposting" positions if they dont like the applicants

It is not good, everything is done based on how long you've been employed and who you know. Word of mouth is how they handle promotions instead of doing things the professional way. Managemement will never admit to any wrong doing.
