Hire or promote competent people. Many internal promotions are based on cronyism not credential and hiring practices are as well. If you know someone in the state you are more likely to be a permanent hire not low paid contract worker.

I would advise people to learn their jobs well and to do them adequately and productively and work nicely with other people as they would want them to do with them

Rarely. Don't work for the state if you want $$. It is a mission oriented vocation. Also, whenever the State of Maryland budget needs balancing expect to lose money, positions, be laid off, or, if retired, lose benefits promised during employment.
