The top management should meet and talk to individuals at local levels (on-site working staff) without staffs direct supervisors. This would not only help ensure mgrs/suprvsrs are doing their jobs but also that staffs concerns are being heard.
Remember that the people with disabilities you are trying to imprison in institutions are someone's family member. Ripping people from the community because they don't meet your definition of normal is inhumane!!
