Get rid of the current management and start over. They have destroyed the agency

Follow policy and professionalism. Be fair to all employees regardless of position within company. Visit the sites vs making decisions without evaluating

I would be sure to make the staff feel appreciated and find a way to recognize the staff who are going above and beyond especially with such extreme staff shortages.

I would make it mandatory that house supervisors work a minimum of 20 hours a week at each house they managed, on a rotating schedual so that they would get to know the clients, staff they supervise, and have direct contact with the situations that arise. If they supervise more then one home, then have them visit each home giving individual support to each house, one house per week.
