Start over from the top down. A lot of the functional leaders are lacking experience, intellect and is a big cause of the overall issue. Get someone in that is experienced in change management. SLOW DOWN so that you can catch up. Stop cutting corners. Get people in the leadership roles that actually know what they are doing and have experience in leading an entire department and not just pieces.
Yes. The only department that cannot posses a card, license, be on the registry, etc. would be the mobile wellness coordinators because they operate heavy machinery (I.e. vehicles).
