It does depend on the department. For instance, Participant Communications requires several rounds: the recruiter's phone screening, the phone interview with a panel of managers (called round 1), and several in-person interviews (round 2). A candidate may interview with 12-13 people during the entire process, and it takes over a month to get everything scheduled because there are so many schedules to coordinate.
