This depends on the internal management team. I was a lead for 8 years. I have a degree in management. I had 7-8 internal interviews and was passed over for an outside candidate who didn't last 6 month. It depends on if your liked or not.
Favoritism is key. Being qualified for a job does not necessarily mean you will get it.
