Everyone is afraid of reprisal. Lab managers protect the employees that they hang out with outside of work hours. Regional managers protect Lab Managers because they are the ones who promoted them. If you're not part of the "in" group you are ostracized and become the "problem" in the lab. Not everyone is aggressively seeking employment elsewhere. Several are. The ones who get a job opportunity, will leave. Can't think of one employee that wouldn't leave Tektronix if given an opportunity to move on. Not my guess, it has been said. Need to get back the employees trust.
