I would never own a Cleaning Authority franchise. I believe the whole concept if misguided. Those who can afford to purchase the franchise are trained to take blatant advantage of the misfortunate.

I would organize my management teams and hire actual trained leadership rather than handing it to relatives of current managers. I would streamline and make leadership efficient and hold them all to a logical and fair standard. I would also make sure all of my teams had company cars to drive and that we always had plenty of uniforms and supplies for every team member.

Pay a set dollar amount for the entire time you are clocked in. Track vehicles so no one steals time. If you clean your assigned houses by any time before 5pm, you should be given the option to make extra money if you want to OR clock out and return to the office. $10-12 an hour from clocking in the morning to clocking out after houses are done. Assign set partners if capable.Come up with Incentives. Better inspection policy and better timing policy.
