CEO should make sure all the chain office is running smoothly,He need to visit all chain clinics,Overall this offices are run by immature supervisors ,have no knowledge of any administration system ,if there is an issue one blame another and another blame another, So CEO needs to give proper command to all the leader of the offices.CEO needs to talk with minor employee also how the the office is running on daily basis.They will give you right answers not the leaders or supervisors.

There needs to be a solid and clear chain of command. This company is very unorganized at so many different levels that it is hard to ever find any continuity.
1. Have an organized training with agenda for 3-5 days.
2. Provide new employees with same materials
