Flying to the training is paid for to the on-job training portion in Georgia. However, it is not paid for in your home location. I had to pay my own way to Minneapolis, MN from Lexington, KY. From there, TSA would've paid for me to go to the on-job training in Georgia, but the Minneapolis airport does their training in-house. It depends on your airport's classification whether you will be sent to Georgia or not.
