Yes, to avoid insider threats they have made it that to enjoy other jobs highly recommended to be inside the TSA first. Please don't ask dumb questions people we all know this.
Unless you want to be a TSA inspector then yeah might be diffirent.

Since you are not moving for 5 months it is realistic for them to hire you. After the airport assessment the hiring process moves along pretty quickly, so, no, I would not mention this during the assessment. Once you get offered a position there is plenty of time to tell them you want a transfer. Also, because the airport you will eventually be working at is bigger than your new hire airport it is likely they will have an open position.
