Here is a passage from the interim clearance guide they sent me were they were listing potential issues when getting a clearance:
"Foreign Preference: For example, possession of a valid foreign passport or owning foreign
property. Another issue, is living or residing in a foreign country. Yuma, Arizona is a border
town and as such many residents cross the border into Mexico on a routine basis, which is okay.
However, it becomes a security clearance issue if an employee decides to live in Mexico and
commute across the border to work."
