Better communication between management and front line workers

I would reduce the caseloads for each person therefore having to reduce the required billable hours of expectations. Provide more support for the workers and if there could be no raises then offer more positive perks that would enhance their jobs.

Stop putting people in these lower and middle management positions just because they've been there for years. Make sure they know how to supervise employees, not just work with the consumers. Require them to have training in supervising others.Insist that they demonstrate competency. Let their supervisees rate them yearly. too.
