Yes it means that you are promotable but only have 39 points. Your next step would then follow up with your units Finance (S1). Nowadays you can not make points to get promoted until you have graduated from BLC.


Yes, studying for the ASVAB will give you a better outlook. Also I suggest that you talk to other soldiers that are active to get more information.
