Yes, when you are registered it's for the state you live in not just the city. In some cases such as Vegas there are extra things you need in order to drive there but you are good for whatever state you sign up in. Trip requests are based on your current location, not the city you sign up in. Contact your local HUB for specifics of your area.

No, drivers bare all the expense, Uber enjoys taking enough of our income without any expense, corporate has no idea what drivers go through on a daily basis, but love to hold being de-activated over our heads as to enrich themselves for doing nothing.
