Yes, when you are registered it's for the state you live in not just the city. In some cases such as Vegas there are extra things you need in order to drive there but you are good for whatever state you sign up in. Trip requests are based on your current location, not the city you sign up in. Contact your local HUB for specifics of your area.

Only way around that is if you are doing Eats/Delivery only, but you can't pick up passengers if you create an Eats only account.
