I went online and applied for a postal clerk position and then someone contacted me and stated that i had to purchase the study test for the 473 exam..is that the correct process

Depends on the position for which you are applying. Rural Carrier Associates (RCAs) are currently invited to apply to the office location of their choice and cannot be made to work other offices. Clerks can be made to travel up to 50 miles to work at other offices in need of help. I believe Supervisors and Postmasters can also be required, maybe asked, to travel to other offices to fill in.

If your looking for an old blue mailbox souvenir you can probably find one on online. But if you are trying to install one on your street for use it won't work. US postal carriers have a certain route they follow and will not deviate from their specified route.
