I contacted their HR direct and they informed me that as long as you are up front and honest when the recruiter contacts you to the background, after an offer is made, they will be able to make exclusions on the background for the use of Medical marijuana.

If you are in a patient-facing role or anything drug related, yes, you will be subject to randoms. They usually do them quarterly. Once you are selected, you have 3 days to complete the UA test or be subject to disciplinary action up to/including termination. I have never seen any specifics about referring to EAP.
