Instead of blowing smoke up the backside of your employees with your claims of being competitive and caring about them, how about you pay them better and give them a little job security?
Have an awareness that those in upper management (especially those that enjoy firing people at every whim vs do performance labs and work through workable issues) are showing upper management one side of their personality (laughter and brown nosing and gossip), and a terrible side to those under them. If over 5 plus people from departments mention problems with the same person to HR and nothing happens, but more firing and problems and more firing to deflect problems - HR needs to look into what is going on. I was told by my manager I was loved, given jewelry, hugs and written up in the drop of a hat - with in a year over 20 people have quit or been fired - the manager in no way has used the vacasa performance labs or hr complaints to better things just process of elimination to cover their own tracks. Listen to the little people - that are intentionally kept separate from upper management.

Policies and procedures need to be clear, concise and consistent which they are not even close. I realize the company us expanding exponentially however if you don't have a stable foundation, what's the point!? You will constantly lose employees, homes, contractors etc. Favoritism and clicks are definitely in play in this company . There is so much in fighting with management it's ridiculous and disruptive to positive growth. Rockaway I feel is one of the most poorly manager territories! This is what happens when you basically hand it over to one very manipulative, dishonest, uncaring and for lack of a better word, fake GM's I've ever encountered!
You have clicks of people working for you who are robbing you blind. If it is brought to anyone’s attention you will be fired immediately to protect themselves. Management needs more training and less power to fire people at the drop of a hat. Where there is smoke there is fire.
Somehow try to get back the personal aspect Vacasa possessed years ago, when most of us knew each other. There has to be a balance somewhere between being too understanding/emotionally attached, and an 'everyone is replaceable' attitude.
