Managers need to have people skills and common sense! Listen to employees when they take the time to help identify poor management and providers. The small things can become the big things that result in business failures too - word of mouth (small people problems). When there's a high turnover and the same people are employed at the same site, common sense should tell you there's a huge problem there and restructuring needs to happen before anymore money is lost! Just because someone has a lesser title doesn't mean that they've always worked as their current title...maybe they too have been in management/business.
