I would make new employees take an HR aviator test to assess their skill level. I would look more into reasons why departments do not meet certain goal ie. on time delivery, and pay more attention to why/what management does with their time. I would talk more with the employees and get their feedback and views on areas to understand why things aren't being doing to procedure. I would also be me aware of the hazardous conditions that employees are placed in, and be more proactive to fixing issues that result in workplace injuries.
Clean house of disruptive employees any gossip would be an immediate dismissal. put up cameras in the parking lot. enforce a zero tolerance policy to violators..they clearly do not.
