Annual raises are given based on you review. The higher your review, the higher your raise. Usually no more than .70/hr unless you are being promoted. No raise will be given despite review if you are "capped" out for your designated position.

Management is told not to give outstanding reviews to employees. They are told to rate everyone an average 3 or less on their scale. Employees are not entitled to a raise if their evaluations are not above the average. Get the picture?
