Address management issues first. Take a deep look at your management team and address the emotional issues, detrimental interpersonal issues, lack of professionalism, and regular compliance issues. Have a less punitive atmosphere, increase quality training, be transparent with lower level employees, give fair raises/bonuses, increase mileage, and act as if employees aren’t totally replaceable-because turnover is so high, the agency clearly needs to focus on employee retention. Making it so start up doesn’t take 3-4 months when a new employee is hired would also help.
