Fire the CIO and several other toxic people. Then start praying that you'll be able to fix this company. It's very unlikely you'll be able to do so, since all the problems are systemic and deeply embedded in the culture.

Very difficult to move around. Once you're hired you're pretty much doomed to spend the rest of your career in that role. Promotions are rare and given only to the "chosen ones:, never by merit.
