It likely depends on the office location and division, but in the Seattle office, bad managers aren't held accountable for mistreating subordinates. With a remote HR department, there isn't adequate support for an employee under duress or protection from the egregious behavior of a few individuals in leadership positions, including bullying, harassment, and slander.
