Only raises that were ever given, is if you got lucky enough to get a different job title. People do not stay there long enough to warrant raises. Those Folks that do stay for any length of time, just have to work more and more hours in order to have increases in wages, not raises. It was an act of Congress to get raises authorized. To discipline someone was simple, to reward people for their hard work and dedication, you needed executive branch approval, HR Director approval, and a little bit of luck.
