Which level of the appraiser can open his/her own appraisal company?

In California, you have to take, i think, 7 appraisal classes before you can get your "Trainee Appraiser license." Once you have this license, you must work under a Certified Appraiser and obtain 2000 hours of experience in no less than 12 months. Then you can apply and take a test to get your "Residential Appraisal License." Then, you can work on your own and have your own company. So, no, not entry level.

As soon as you become an AL but you should get certified for fha loans because right now that's where the market is going.

I agree with Steven. But I would suggest going another step further which is to become a Certified General Appraiser. When you compare between residential and commercial real estate appraiser, the latter has a much higher average annual income.
