Job Title: Assistant Director
Location: Newport News, VA
Reports To: Executive Director
Salary Range: $70,000 – $85,000 annually (commensurate with experience and qualifications)
Employment Type: Full-Time, Exempt

Serenity C&C Inc is dedicated to enhancing the lives of individuals with developmental, intellectual, and mental health challenges by providing compassionate, high-quality services in supportive community settings. Our services include Sponsored Residential (Intellectual/Developmental Disabilities and Mental Health), Community Integration, Applied Behavior Analysis (ABA), and other programs licensed by the Virginia Department of Behavioral Health and Developmental Services (DBHDS).
Position Summary
The Assistant Director plays a strategic and operational leadership role, overseeing all DBHDS-licensed programs at Serenity C&C Inc. This includes but is not limited to the Sponsored Residential Program (Intellectual/Developmental Disabilities and Mental Health), Community Integration Services, and Applied Behavior Analysis (ABA). The Assistant Director ensures services are delivered in accordance with DMAS, DBHDS, and HCBS guidelines, while also maintaining person-centered practices, regulatory compliance, and quality assurance processes such as CHRIS incident reporting and Quality Service Reviews (QSRs).
Key Responsibilities
Program Oversight
- Direct oversight of all DBHDS-licensed programs, including:
- Intellectual/Developmental Disabilities Sponsored Residential Services
- Mental Health Sponsored Residential Services
- Community Integration Services
- Applied Behavior Analysis (ABA)
- Ensure all programs maintain compliance with state licensing, DMAS regulations, and Medicaid Waiver standards, including HCBS Settings Rules.
- Promote the use of individualized, person-centered planning and delivery of supports across all services.
- Collaborate with clinical teams, residential providers, and community partners to ensure effective and consistent service delivery.
Regulatory Compliance & Quality Assurance
- Lead internal audits, licensing preparation, and compliance monitoring.
- Ensure timely and accurate CHRIS incident reporting and follow-up.
- Oversee the organization’s preparation for DBHDS Quality Service Reviews (QSRs), licensing reviews, and other regulatory audits.
- Develop and implement continuous quality improvement (CQI) initiatives based on regulatory feedback and internal assessments.
Leadership & Staff Development
- Supervise department managers and program leads.
- Provide training and ongoing support related to DBHDS licensing standards, person-centered practices, and behavioral support models.
- Foster a collaborative, mission-driven work environment.
Strategic & Community Engagement
- Assist the Executive Director with strategic planning and organizational growth initiatives.
- Represent the organization in community meetings, stakeholder engagements, and advocacy efforts.
- Contribute to the development of new programs and services aligned with community needs and DBHDS licensing.
Qualifications
Education & Experience
- Bachelor’s degree in Psychology, Social Work, Human Services, or a related field (Master’s degree preferred).
- At least 5 years of progressive leadership experience in behavioral health, ID/DD, or mental health program administration.
- Direct experience working with DBHDS-licensed programs and knowledge of licensing processes and standards.
Knowledge & Skills
- Comprehensive understanding of DMAS, DBHDS, HCBS regulations, and Medicaid waiver programs.
- Experience with CHRIS reporting, QSR processes, and quality assurance practices.
- Strong organizational and leadership skills with the ability to manage multiple programs and teams.
- Commitment to person-centered practices and trauma-informed care.
- Proficiency in documentation systems and Microsoft Office suite.
Work Conditions
- Primary work location in Hampton, VA with frequent travel to residential and community program sites.
- Occasional evening or weekend hours may be required for crisis management or program needs.
- Valid driver’s license and clean background required.
