Summary of position:

The Regional Manager, Planning is a full-time grant-funded position that 1) manages the administrative and operational tasks of one of four regions within the Arizona Coalition for Healthcare Emergency Response (AzCHER); and 2) oversees statewide planning efforts primarily through the consolidation of regional preparedness, response, and recovery plans. The position belongs to an emergency preparedness team, requiring the incumbent to possess strong communication, information-sharing, and team-building skills. Reporting to the Executive Director, the incumbent will be responsible for regional contributions through effective relationship and volunteer management as well as knowledge of regional risks and hazards, while adhering and contributing to the requirements, deliverables, and mandates of the statewide coalition.

The ideal candidate

  • MUST reside in Southern Arizona,
  • has strong written and oral communication skills, and
  • a background in Emergency Management and Public Health is required.

The successful candidate is passionate about emergency preparedness and willing to teach those skills to our members; capable of developing and maintaining effective relationships with staff, volunteers and coalition members (hospitals, healthcare facilities, EMS, emergency management and public health).

Job duties and responsibilities include:

  • Serve the region’s General Body
  • Manage and facilitate the Regional Steering Committee
  • Initiate and oversee regional communications, information- and resource-sharing as it pertains to healthcare emergency management
  • Direct and oversee the development of regional hazard assessments, resource assessments, plans, trainings, exercises, and improvement plans
  • Completion of comprehensive Community Hazard Vulnerability Assessment (CHVA)
  • Completion of statewide Integrated Preparedness Plan
  • Completion/maintenance of statewide Emergency Response Plan (ERP)
  • Completion of ERP annexes
  • Maintenance of Continuity of Operations Plan (COOP)
  • CMS/Joint Commission/ADHS Emergency Preparedness Policy
  • Compile information for Annual Report
  • Maintain planning templates for members
  • This position will work remotely but will require some travel. The successful candidate must reside in Arizona and be familiar with all regions of the state. The current opening is for the Southern Region and candidate must reside in Southern Arizona. There will be required monthly meetings in Phoenix and travel to other events both in and out of state. Mileage will be reimbursed. A laptop computer (networked) will be provided.

Minimum education:

Bachelor’s degree in a related field

Preferred education:

Master’s degree in Emergency Management or Public Health

Preferred certifications:

CEM, CHEP, FEMA, IS course work

Minimum experience:

2+ years of experience working with an interdependent team: NIMS/ICS knowledge, Emergency Management knowledge

Preferred Experience:

Emergency Operations Center (EOC) experience

Computer Skills:

Knowledge of Microsoft Suite (Excel, Word, Outlook, PowerPoint), Adobe Acrobat

Supervisory Responsibilities:

No supervisory responsibilities are required, but the ability to function collaboratively with team members is essential.

  • Capable of developing and maintaining effective relationships with staff, volunteers, and coalition members (hospitals, healthcare facilities, emergency medical services (EMS), emergency management, and public health
