About Rossmoor, Walnut Creek and the Golden Rain Foundation

Rossmoor Walnut Creek is a nationally recognized community for active seniors who are 55 and older. With nearly 10,000 residents in 6,700 homes on 2,000 acres, Rossmoor is a beautiful, serene enclave about 25 miles east of San Francisco. With two golf courses, four swimming pools, tennis, pickleball, lawn bowling and numerous other activities, it is never dull in Rossmoor. Activity studios include dedicated facilities for art, ceramics, lapidary, sewing, and woodworking. Rossmoor also operates its own movie theater, TV station and weekly newspaper. There are more than 200 clubs in Rossmoor for every interest.

GRF’s approximately 250 full-time, part-time and part-time/on-call employees provide a huge variety of services including maintenance, plumbing, carpentry, landscaping, golf course maintenance, recreation, lifeguarding, fitness training, vehicle repair, accounting, insurance and purchasing.

Position: Temp-to-Hire Bilingual HR Generalist II

The position of Bilingual Human Resource Generalist II (temp-to-hire) reports directly to the Senior Manager of Human Resources. The HR Generalist II carries out responsibilities at a professional level in key functional areas including employee relations, Leave of Absence (LOA) processes, Workers’ Compensation administration, and workplace safety practices. This role also serves as an HR advisor to managers and employees, offering guidance on policy interpretation, employee engagement, and compliance matters. Additional responsibilities may include training administration, HR projects and assignments, business partnering, supporting management education, compiling HR metrics, and contributing to effective employee communications regarding HR policies, programs, and activities. This is a Full-time, Temp-to-Hire position for a duration of approximately 4 months (September 1, 2025) to support the Sr. HR Manager during a transition to new role.

Duties and Responsibilities:

  • Employee Relations: listen, understand, evaluate and respond appropriately to employee needs, questions, issues and/or complaints. Ensure all actions are in compliance with the law and internal policies and procedures. Conduct investigations related to employee concerns and documents. Attend disciplinary meetings and implement appropriate corrective measures with supervising managers.
  • Administer Workers’ Compensation processes and procedures, including administrative reporting and requirements for post-accident follow-up. Identify needs related to workplace safety and support the Foundation’s injury/illness prevention program by taking a proactive approach with appropriate personnel to address and resolve identified safety concerns.
  • Coordinates and communicates the organization's leave of absence policy to relevant employees. Collaborates with human resources, payroll and compensation teams to research and resolve employee leave issues. Supports human resources and management teams by providing reports related to employee leave of absence.
  • Support GRF safety training needs by researching and identifying appropriate safety training content through internal and external resources. Track training activities. Support department managers with related group or employee training or development needs. Coordinate the development, completion and periodic updates of required accident and illness prevention plans.
  • Coordinate with WC insurers to support post-accident support and return to work options with department managers. Work with HR team to support communication and administrative actions throughout the process.
  • Support HR efforts by identifying training gaps and supporting department manager needs for other online or in-person training related content and resources with a goal of furthering employee professional development and individual success.
  • Regularly meet with managing supervisors to better understand needs and challenges that can be supported by HR, with a goal of fostering increased employee engagement and retention.
  • Address employee relation concerns in line with terms of our collective bargaining agreement, while communicating in a timely and effective manner with our union business representatives.
  • Act as an HR representative and liaison with employees at all levels with regards to policies, procedures or other information related to HR practices. Communicate using a variety of effective methods (i.e. in person, one-on-one, group meetings, emails, memos, trainings) and be able to translate into Spanish as needed.
  • Support HR related activities such as employee recognition events, open enrollments, wellness activities, trainings and other HR sponsored events.
  • Cross-train as needed in support of other areas of HR Generalist work and in support of the HR department’s overall efforts or strategy.
  • Other HR related duties, tasks, administrative and project assignments as directed by Supervisor.

Requirements:

Required licenses, certifications and/or education/degrees:

◦ BA in HR or a related field preferred (HR, Business Administration, Organization Development, etc.) or equivalent level of experience.

◦ An HR certification such as SHRM-CP or PHR is preferred, or equivalent level of performance.

◦ 4+ years of employee relations work and other HR experience that support the requirements of this role. Previous experience in training and/or workplace safety administration and OSHA standards is desirable.

Job-related knowledge, skills and abilities:

◦ Previous combinations of experience in HR related work that supports the assigned responsibilities of the HR Generalist II position;

◦ Solid and practical knowledge of applicable Federal and California employment laws

◦ Ability to maintain confidentiality with sensitive and confidential information;

◦ Ability to self-manage and meet project and/or time-sensitive deadlines with accountability for successful outcomes;

◦ Excellent inter-personal skills with ability to build relationships and follow through with commitments;

◦ Strong verbal and written communication skills;

◦ Strong problem-solving abilities with the ability to look ahead, plan, and be proactive;

◦ Strong commitment to attendance and the practice of professional workplace ethics;

◦ Ability to adopt and apply organizational values in all areas of work, with a history of demonstrated proficiencies.

◦ Successful candidate must have fluency in the Spanish language (speak, read & write).

Additional Requirements:

§ Clean and valid California driver license and satisfactory driving record are conditions of initial and continued employment;

§ Ability to meet the Dept. of Homeland Security requirements confirming identity and right to work in the United States is required;

§ Offer is contingent upon satisfactorily passing a pre-employment background check and drug test;

§ Previous employment must be verifiable.
