Job Description:

Under limited supervision is responsible for inspecting new and existing residential and commercial structures to ensure that specific components meet provisions of building, grading, zoning and safety laws and approved plans, specifications and standards. Enforces city ordinances relating to housing and general maintenance of property. Reports to the Building Official.

SPECIFIC DUTIES AND RESPONSIBILITES

ESSENTIAL JOB FUNCTIONS

Responsible for inspecting new and existing structures for compliance with established building and other pertinent codes. Examines architectural drawings to ensure conformance to related codes.

Performs sub-standard housing inspections to determine lack of proper maintenance, housing violations, or hazardous conditions.

Responsible for or assists in the building inspections of residential and commercial occupancies including electrical, plumbing and mechanical.

Enforces all city ordinances related to housing and general maintenance of property. Handles public complaints regarding possible violations of same.

Maintains inspection records, prepares reports, and drafts letters as required in performing duties.

Keeps abreast of all changes in building codes and City ordinances.

ADDITIONAL JOB FUNCTIONS

Performs field inspections and plan review for building, plumbing, mechanical and/or electrical systems on commercial and residential construction projects to ensure building code compliance and construction in line with approved plans.

Interprets adopted codes, technical manuals, drawings, instructions, and specifications related to construction projects.

May ensure maintenance and code compliance of City property including buildings, fire alarms, etc.

Advises owner, builder or superintendent of corrections needed and performs re-inspections as required.

Enters/updates inspections and results into the City’s data management system and ensures record accuracy for permits and daily inspections.

Performs other related duties as required.

MINIMUM TRAINING AND EXPERIENCE

High school graduate with some vocational school education or education regarding building codes as required from study courses or seminars and one to two years of experience in construction or some related field; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Must possess or be able to obtain within two years of employment International Code Council certificates in Residential Plumbing, Residential Electrical, Residential Mechanical and Residential Building. Must possess a valid S.C. driver's license.

Physical Requirements: Must be physically able to operate a variety of automated office machines including computer, fax machine, etc. Must be physically able to exert up to ten pounds of force frequently or occasionally and/or a negligible amount of force or constantly to lift, carry, push, pull, or otherwise move objects. Physical demands are in excess of those of sedentary work. Work involves sitting some of the time, but also involves walking, standing, reaching, crouching, bending, stooping, climbing, etc. for varying periods of time. Must be able to lift and/or carry weights of ten to twenty pounds.

Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes the receiving of information and instructions from supervisors.

Language Ability: Requires the ability to read a variety of documents and reports. Requires the ability to prepare various reports and documents with the proper format, punctuation, spelling, and grammar, using all parts of speech. Has the ability to communicate and interact with other employees and the general public while exhibiting poise, voice control, and confidence.

Intelligence: Has the ability to apply principles of rational systems such as mechanics, plumbing, and electrical designs in order to solve problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of

instructions furnished in written, oral, diagrammatic, or schedule form.

Verbal Aptitude: Requires the ability to record and deliver information and to follow verbal and written instructions.

Numerical Aptitude: Requires the ability to utilize mathematical formulas including algebra and geometry; add and subtract totals; multiply and divide; determine percentages and decimals; and determine time and weight.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes in using automated office equipment.

Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have moderate levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate colors and shade of color.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. The worker needs to relate to people in situations more than receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.

Physical Communication: Requires the ability to talk and/or hear (talking-expressing or exchanging ideas by means or spoken words; hearing-perceiving nature of sounds by ear).

PERFORMANCE INDICATORS

Knowledge of Job: Is knowledgeable of City ordinances, codes, and regulations as they pertain to the duties and responsibilities of the Building Inspector. Has knowledge of building construction techniques, codes, methods, and acceptable practices as required to perform thorough and accurate review of building plans to determine code compliance. Has knowledge of the codes and regulations relative to construction, plumbing, electrical, mechanical, and related areas. Is knowledgeable of all necessary procedures and responsibilities involved in code enforcement, building inspections, zoning ordinances, and facility maintenance. Knows of the documentation and records which must be completed as required by the department. Has the ability to complete daily tasks and duties in a timely and effective manner. Is able to communicate both verbally and in written form in a positive and effective manner with a variety of groups including contractors, architects, engineers, attorneys, the Municipal Judge, the City Manager, and the public. Is capable of applying principles of common sense understanding and using independent judgment in frequent situations and occasional non-routine situations involving sub-standard housing. Understands and is able to apply the terminology used with the field. Has the ability to complete mathematical computations. Is able to review construction plans and drawings in order to execute job responsibilities. Is able to keep abreast of changes in codes, ordinances, and regulations.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in area of responsibility. Maintains high quality communication and interacts with all City departments and divisions, co-workers and customers, and the general public.
