SUMMARY: Yocha Dehe Wintun Nation (Yocha Dehe or Tribe) is a federally recognized tribal government. The Tribe’s mission is to provide for the health and welfare of its people, to govern its own lands and affairs with sovereign independence and in a manner consistent with its cultural values, and to enhance and diversify its economy for the overall good of the nation. Yocha Dehe’s governing body, its elected Tribal Council, is charged with implementing this mission. As a federally recognized tribe, Yocha Dehe exercises a government-to-government relationship with the United States, as well as with the State of California and local governments, and the Tribe actively engages with outside agencies and officials, local stakeholders, and members of the public.
POSITION SUMMARY: The Child Welfare Manager reports to the Director – Tribal Services Administrator and provides all aspects of child welfare services for Tribal citizens, including coordinating and providing services for minors, working with the YAAP Committee to address services for minor citizens, managing and monitoring payments provided to Protected Status Minors, and case management for Indian Child Welfare Act (ICWA) cases, including monitoring of clients through service records, community, home, supervised visitations, and office visits. This position will assure provision of the needs of all minor citizens in need of protection and support, including monitoring and facilitating services for medical, educational, emotional/mental health, social and AODA needs, while ensuring that the child’s basic physical needs are met.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Maintains a confidential record keeping system and reports forms in accordance with program guidelines.
- Maintains strict client confidentiality.
- Coordinates the implementation of the Tribe’s policy regarding the ICWA, monitoring ICWA cases and working with the Director – Tribal Services Administrator and the Tribe’s legal counsel to ensure appropriate intervention in ICWA cases.
- Assists with investigations.
- Makes referrals and coordinates with other agencies to create and maintain case plans and the delivery of services.
- Investigates and completes court reports and recommendations.
- Develops and maintains Child and Family Team meetings.
- Develops and maintains family maintenance, family reunification, and permanency plans.
- Develops and maintains cooperative and professional relationships with tribal programs and other agencies.
- Conducts family-based assessments.
- Conducts home visits.
- Arranges and supervises visitation.
- Attends program related and mandatory meetings and participates in training and professional development activities.
- Participate in weekly case planning and review team meetings.
- Develop and deliver youth health education materials and workshops.
- Implements and manages guardian agreements for youth receiving protected status minor funds.
- Maintains monthly case plan for protected status minors, including collecting, reviewing and approving budgets and reconciliations.
- Prepares monthly reporting of protected status minor funds.
- Performs other duties as assigned.
REQUIRED KNOWLEDGE AND EXPERIENCE
Qualifications
The requirements listed below are representative of the knowledge, skill and/or ability required.
- Working knowledge of ICWA law and case management.
- Excellent analytical planning skills.
- Successful experience in preparing court reports.
- Familiar with and experience working with tribal groups or native organizations.
- Skilled at maintaining a sound organizational structure by establishing and implementing appropriate practices and procedures.
- Proven ability to negotiate and manage relationships with clients and service providers.
- Knowledge of health education programs, policies and developing trends.
- Ability to effectively interpret needs and act as an advocate/case manager for the Tribal community.
- Knowledge of community health services and agencies.
- Ability to plan and evaluate programs.
- Ability to organize, implement, and administer case management, outreach, services, and activities in the community development arena.
Supervisory Responsibilities
This job has no supervisory responsibilities.
Education and Experience
Bachelor’s degree in health and human services preferred or a minimum of two - four years of equivalent education and experience in ICWA, social/behavioral sciences and/or criminal justice is required.
Communication and Comprehension Skills
Must have excellent communication skills, including writing and proof-reading skills. Able to communicate effectively verbally and in written form. Able to maintain confidentiality and protect client rights. Excellent interpersonal skills both in person and by phone with a high degree of professionalism. Able to read and interpret documents such as safety rules, operations and maintenance instructions, and procedure manuals.
Ability to effectively present information in one-on-one and small group situations to clients, and other employees of the organization.
Computer Skills
Must be proficient in Microsoft Office applications with the ability to use word processing, multimedia, email, spreadsheets, and database management software.
Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving a few concrete variables in standardized situations.
Certificates, Licenses, Registrations
Individuals must be able to successfully pass the Tribal Gaming Agency (TGA) Background Check. Must possess a valid driver’s license and maintain a driving record that is satisfactory to the Tribe’s insurance carrier.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and ability to adjust focus.
Work Environment
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job with or without reasonable accommodations. The noise level in the work environment is usually moderate. This position has heavy, frequent contact with courts and other case managers within all levels of the child protective services field as well as frequent contact with children, clients, parents, and families.
Additional Conditions of Employment
Must have the ability to travel up to 25% of the time. Must be able to work with diverse population and with cultural sensitivity. Must be willing to sign the Tribe’s Non-Disclosure, Non-Disparagement and Confidentiality Agreement. Recognizes and maintains confidentiality.
