Job Title: Contracted Broadband Experts - Programmatic Consulting, Broadband Engineering Technical Consulting, Grants Management, and/or GIS Experience

Location: Remote

Job Type: Contract (Duration: Three months)

Introduction: We are seeking multiple highly-skilled and experienced Contracted Broadband Experts for a three month contract (1099) position with expertise in one or more of the following areas: programmatic consulting (broadband), technical consulting, broadband engineering, grants management, and GIS.

These roles require dynamic individuals who can provide valuable insights and deliver high-quality technical consulting services in broadband projects. The ideal candidate will have experience working with federal, state, or local governments, managing grants, and/or utilizing GIS for broadband planning and engineering.

Key Responsibilities:

1. Programmatic Consulting:

  • Provide strategic and technical programmatic consulting to ensure the effective design, implementation, and management of broadband projects.
  • Advise clients on best practices, industry standards, and emerging trends in broadband infrastructure, technology, and policy.

2. Technical Consulting & Engineering:

  • Offer expert technical consulting on broadband network design, engineering, and deployment.
  • Conduct detailed assessments of broadband infrastructure, ensuring compliance with engineering standards and regulatory requirements.
  • Lead and participate in comprehensive technical reviews of broadband proposals, designs, and deployments.
  • Evaluate technical specifications and recommend improvements to enhance performance and efficiency.

3. Report Preparation & Presentations:

  • Prepare detailed, clear, and actionable reports on broadband network evaluations, technical assessments, and project progress.
  • Deliver presentations or written materials to government agencies, stakeholders, and clients, ensuring complex technical topics are communicated in an understandable manner.

4. Government Consulting & Contracting:

  • Provide consulting services to federal, state, and local government entities on broadband deployment and technology solutions.
  • Support government contracting efforts by contributing to the preparation of proposals, budgets, and deliverables.
  • Ensure compliance with government regulations, policies, and standards in all aspects of broadband consulting and contracting.

5. Grants Management:

  • Assist in the management and administration of broadband-related grants, including reviewing grant applications, tracking fund allocation, and ensuring compliance with grant terms.
  • Support clients in applying for broadband infrastructure funding through federal, state, and local grant programs.

6. Geographic Information Systems (GIS):

  • Utilize GIS tools and techniques to assess and plan broadband network coverage, identify gaps in service, and optimize broadband deployment strategies.
  • Integrate GIS data into technical reports, presentations, and recommendations for improved broadband infrastructure.

Qualifications:

Education: Bachelor’s degree in Engineering, Computer Science, Telecommunications, or related field (Master’s preferred).

Expertise in one or more of the following areas:

  • Broadband engineering and technical consulting
  • Government contracting (federal, state, or local)
  • GIS tools and applications for broadband planning
  • Grants management and related processes
  • Delivering technical reviews and creating reports and presentations for a variety of stakeholders

Certifications: Relevant certifications in broadband technologies, GIS, or government contracting (e.g., PMP, GIS-related certifications) are preferred.

Skills:

  • Strong analytical and problem-solving skills
  • Excellent written and verbal communication skills
  • Ability to manage multiple projects and deadlines
  • In-depth knowledge of federal, state, and local government broadband policies and funding programs
  • Proficiency with GIS software (ArcGIS, QGIS, etc.)
  • Expertise in broadband network design, engineering principles, and technologies
