Full job description

The Controller will have broad responsibilities in all areas of accounting and financial management. The Controller serves as the principal financial officer, providing leadership and direction to oversee NNEPRA’s fiscal and budgetary processes including management of all associated State and Federal funds.

This position represents NNPERA in all financial matters including, but not limited to, financial processing, federal billing, and audit, in accordance with appropriate accounting rules and in compliance with State and Federal regulations.

The position is performed under general direction, involves coordination with all professional team members and includes the supervision and support of financial staff.

Responsibilities:

  • Coordinate all accounting functions of general ledger, capital projects, payroll, cash management, operational banking, and act as the lead role in financial statement preparation.
  • Develop, manage, and continually monitor the annual operating budget of approximately $28M.
  • Prepare and manage accurate financial reports and documents.
  • Assist in the development of financial policies and procedures and ensure proper implementation throughout the organization.
  • Organize financial systems and procedures.
  • Resolve financial problems and make recommendations on ways to reduce costs and increase revenue.
  • Oversee finance / accounting personnel.
  • Manage accounting operations ensuring accuracy in internal/external reporting and compliance with Agency policy and accounting standards.
  • Maintain cash positions and investments to ensure adequate cash flows to support the operation of the Authority and its employees, including Accounts Payable and Accounts Receivable activities.
  • Knowledge of, and ability to generate financial modeling, forecasting, and reports.
  • Monitor accounting issues and provide financial oversight and analysis of accounts.
  • Financial management and accounting of grant revenues and public financial accounts, including financial compliance, audit, and reporting functions.
  • Provide advanced quantitative and qualitative financial analyses and reports as needed.
  • Maintain working relationships with financial services providers.
  • Remain current and engaged in subject matter through networking and peer relationships with business and funding partners.
  • Perform ad-hoc projects and activities to support organization goals.

Skills and Qualifications Required:

  • Bachelors Degree in Finance, Accounting or a directly related field or equivalent. Master’s degree in an appropriate field such as finance or accounting strongly preferred.
  • Six (6) years of progressively responsible experience in fiscal program management. Experience must include at least three (3) years of supervisory experience.
  • Experience in transportation, government and/or public accounting is strongly preferred.
  • Demonstrate a firm understanding of accounting concepts and principles, internal controls and best practices in finance/accounting.
  • Experience in gathering and analyzing financial information and developing actionable, well-reasoned recommendations to the leadership team.
  • High ethical standards, strong finance and accounting background, excellent quantitative and qualitative analytical skills, detail orientation.
  • Mastery of Excel, Word, and working experience with financial management software.
  • Strong oral, writing and communication skills.
  • Proven ability to effectively interface and collaborate with individuals at various levels within and outside the organization, exchange information, work cooperatively and facilitate understanding.
