Job Summary
We are seeking a dedicated and experienced Superintendent to oversee County projects from inception to completion. Plans, directs, administers, and supervises activities of department and assigned staff, including planning, delegating and controlling work assignments, establishing specific work goals, evaluating work performance and determining significant changes, maintaining discipline and recommending corrective action as warranted. Keeps supervisor and assigned staff informed of organizational developments.

Responsibilities

  • Analyzes periodically the workload and human resource needs of department, including interviewing candidates and making hiring decisions, orienting new subordinates, reviewing salaries overseeing vacation, sick leave, FMLA, safety-hazardous materials, work zone, traffic, and OSHA.
  • Maintains communication with sales associates to establish services and obtain supplies.
  • Establishes department budget and serves as purchaser for bids and quotes as required by State guidelines.
  • Coordinates work with other County departments, including, but not limited to, Surveyor, Sheriff, Drainage Board, Plan Commission and Auditor.
  • Assist public with issues concerning various problems and/or complaints, including water, trash, tree, weeds, alley right-of-way, storm damage, and accidents with County vehicles.
  • Corrects situations that require minor engineering to effect repairs, such as low areas, moving a roadway, and building drainage structure.
  • Patrols county roads and oversees county property, including examining for needed repair and/or improvements, and ensuring proper repair and/or improvements complies with state and federal highway requirements.
  • Request funding for bridge and road projects, including processing applications by following state and federal guidelines, selecting engineers, and overseeing projects.
  • Prepares various reports overseeing response to state and federal mandates, including financial reports, inventory reports, and progress reports.
  • Oversees drainage projects and inspects and monitors drainage problems, including water problems such as, rusted and/or cross pipes, open ditches, plugged tiles, smaller drainage structures, and storm washouts.
  • Serves on 24-hour call and responds to emergencies on 24-hour basis from off-duty status.

Job Requirements

  • High school diploma or GED
  • Must be at least 21 years of age
  • Either have a ERC Certification or to obtain certification
  • Ability to meet all hiring requirements, including passage of medical exam and drug test.
  • Thorough knowledge of principles, techniques, and accepted practices of roadway maintenance and construction, including knowledge of light and heavy equipment operation and maintenance, bridge repair and maintenance, and the proper use of various materials.
  • Knowledge of practical safety guidelines and rules for operation of vehicles and equipment, and the ability to enforce such rules at work sites.
  • Knowledge of principles involved in cost effective purchasing of heavy equipment and road maintenance related materials and supplies.
  • Knowledge of standard English grammar, spelling, and punctuation, and ability to prepare various detailed reports, such as financial, progress, and inventory reports.
  • Working knowledge of principles involved in developing budgetary requests, and ability to perform arithmetic calculations to establish department budget.
  • Ability to plan, direct, administer, and supervise activities of department, including planning, delegating and controlling work assignments, establishing specific work goals, evaluating work performance and determining significant changes, maintaining discipline and recommending corrective action as warranted.
  • Ability to analyze periodically the workload and human resource needs of Department, including interviewing candidates and making hiring decisions, orienting new subordinates, reviewing salaries, overseeing vacation, sick leave, FMLA, safety-hazardous materials, work zone, traffic, and OSHA.
  • Ability to formulate long and short-range construction and maintenance plans.
  • Ability to operate standard office equipment and computer programs used by department, including computer and calculator.
  • Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
  • Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
  • Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
  • Ability to effectively communicate orally and in writing with co-workers, other County departments, other County Highway Supervisors and Engineers, City of Wabash Street Department, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
  • Ability to work alone with minimum supervision and work several tasks at the same time, occasionally under time pressure.
  • Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
  • Ability to compare and observe similarities and differences in data, compile, analyze, and evaluate data, and make determinations based on data analyses.
  • Ability to occasionally plan and present public speaking presentations, fund raisers, and special events.
  • Ability to apply knowledge of people and/or locations, plan and layout assigned work projects, and read and interpret detailed prints, specifications, and maps.
  • Ability to regularly work extended hours and occasionally work weekend and/or evening hours, and occasionally travel out of town for training, sometimes overnight.
  • Possession of a valid Indiana driver’s license and demonstrated safe driving record.
