Job Overview
Incumbent is responsible for supervising assigned staff and assisting Superintendent with daily operations of department. Supervises and directs assigned personnel, including making work assignments, providing corrective instruction, evaluating job performances, providing training to new employees, interviewing applicants, and making hiring recommendations.

Responsibilities

  • Assists Superintendent with daily operations of department, including overseeing maintenance of equipment, building, grounds and road maintenance.
  • Performs duties of Superintendent in his/her absence.
  • Inspects and monitors roads, bridges, culvert pipes, and signs for potential problems that are in need of repair or replacement.
  • Assists public with issues concerning water problems, dead or low hanging trees, trash, weeds, storm damage, snow plow damage, and accidents with County vehicles.
  • Composes bid specifications for purchases of trucks and equipment.
  • Oversees work assignments to ensure compliance with local and state requirements, including contractors hired by Department.
  • Operates a variety of hand and/or power tools, including hammer, screw drivers, wrenches, drills, power saws, ratchets, files, broom, and steam cleaner.
  • Operates a variety of machinery and/or equipment, including snow plow, fork lift, overhead crane, pressure washer, grinder, drill press and wheel loader.
  • Clears and/or oversees clearing of trees and storm debris as needed.
  • Repairs or replaces road signs when needed.
  • Plows snow, including other County parking lots as needed.
  • Prepares Government Accounting Standards Board statement (GASB 34), including county assets of Department, such as building, grounds, bridges, trucks, equipment, and roads.
  • Verifies proper size of culvert pipes for replacement, and ensures utilities are located and marked.
  • Serves on 24-hour call and responds to emergencies on 24-hour basis from off-duty status.
  • Performs related duties as assigned.

Skills and Knowledge

  • High school diploma or GED.
  • Must be at least 18 years of age.
  • Ability to meet all hiring requirements, including passage of a medical and written exam, and drug test.
  • Knowledge of standard practices and procedures involved in road maintenance and construction and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
  • Knowledge of standard English grammar, spelling, punctuation, and ability to read and interpret detailed prints, sketches, layouts, and specifications, and perform arithmetic calculations.
  • Ability to supervise and direct assigned personnel, including making work assignments, providing corrective instruction, evaluating job performances, providing training to new employees, interviewing applicants, and making hiring recommendations.
  • Ability to operate standard office equipment and computer software used by department, including computer and calculator.
  • Ability to operate a variety of hand and/or power tools.
  • Ability to physically perform duties, including sitting/walking at will, sitting/standing/walking for long periods, lifting/carrying objects weighing over 50 pounds, pushing/pulling objects, crouching/kneeling, bending at waist, reaching, close/far vision, color/depth perception, handling/grasping/fingering objects, and hearing sounds/communication.
  • Ability to inspect and monitor roads, bridges, culvert pipes, and signs for potential problems that are in need of repair or replacement.
  • Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
  • Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
  • Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
  • Ability to effectively communicate orally and in writing with co-workers, other County departments, and the general public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
  • Ability to work alone with minimum supervision and with others in a team environment.
  • Ability to work on several tasks at the same time and work rapidly for long periods, occasionally under time pressure.
  • Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
  • Ability to apply knowledge of people and/or locations and plan and assign work projects.
  • Ability to serve on 24-hour call and respond to emergencies on 24-hour basis from off-duty status.
  • Ability to regularly work extended hours and occasionally work evening, and/or weekend hours.
  • Ability to occasionally travel out of town for training, meetings, and/or delivering trucks, sometimes overnight.
  • Possession of a valid Indiana driver’s license, a Commercial Driver’s License (CDL) Class B with air brakes, and a demonstrated safe driving record.
