Full job description
Responsible for performing all assigned engineering, planning and construction functions for all of the GVTC telecommunications facilities and services. The engineering, planning and construction tasks include designing, coordinating, developing financial impacts, and inspecting projects associated with Fiber-to-the-home, Hybrid-fiber-Coaxial, and copper networks. Also maintains the integrity all GVTC networks by use of sound and logical engineering practices.
Essential Duties and Responsibilities include the following. Other duties may be assigned:
· Sound expense control and expense management
· Field survey and stake utilizing GPS and/or Theodolite Survey technology to make correct calculations and gather field info for preparation of construction sheets of aerial, underground and direct buried facilities
· Gather and analyze power pole information for application to attach to power company poles
· Performs inter-exchange level planning
· Develop cable distribution designs for new developments, subdivisions and areas of growth
· Design T-1 circuits, analog carrier systems, both fiber and copper cable architectures as required
· Design Copper distribution networks, Fiber-To-The-Home networks, and Hybrid-Fiber-Coaxial networks
· Investigate and implement solutions to outside plant transmission problems and blockages
· Estimate project costs to determine feasibility for all OSP business cases, FTTH overbuilds, enterprise and wholesale projects, and customer driven Aid-to-construction bids.
· Prepare project packages including project checklists, construction drawings, splicing drawings, bid sheets, and bills of materials.
· Coordinate with State and Local agencies and submit associated permits as required
· Design in conjunction with local power companies(PEC, BEC, and CPS) on all new applications, relocations, replacements, upgrades, road moves or additions as required
· Support all other engineering functions as required by other personnel within the Engineering Department or other associated departments
· Review construction bids, plans, drawings, permits, easements, also provide technical support and coordination during all projects. Support includes preconstruction meetings, job site meetings with Contractors, Developers, Engineering firms, local officials (state and county) and other Utilities.
· Conducts site inspections of telecommunications plant installation to assure that work is completed according to specifications, maintain and update project plans and drawings to reflect additions and changes in the field.
· Verifies plant acceptance testing (eg.OTDR traces) as provided for the project.
· Perform quality control assessment of all As-builts prior to being posted to mapping system
· See that vehicle, tools, and equipment assigned are in good working order and used in a proper and safe manner and reports any item that is not safe for use for replacement or repair.
· May work overtime, nights and weekends when emergency or maintenance window situations occur.

Education/Experience:High School Diploma or General Education Degree (GED) required; college degree preferred. Minimum of three years experience in telecommunications out-side-plant design required. Experience in telecommunications outside plant construction and installation practices preferred.
Must have considerable knowledge of the principles and procedures in construction of aerial and buried telecommunications plant is necessary.
Must have considerable knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specifics of the project.
Must have knowledge in fiber optic cable construction and splicing procedures.
Along with the above, and within a given period of time to be determined by the company, the following experience is necessary:
Formal, On-the-Job or classroom training in the following areas:
Aerial cable placement
Buried cable placement
Copper cable splicing
Fiber Optic Theory for Communications
Fiber optic cable splicing
Plant Acceptance Testing w/ OTDR
Buried cable locating, vendor specific on equipment purchased
Language Ability: Ability to read, write and comprehend instructions and correspondence in English.
Reasoning Ability: Ability to deal with and solve problems using solid engineering judgment skills in a multitasking environment.
Technical Skills:
- Basic PC and keyboarding skills required
- Basic MicroSoft Office skills (Outlook, Word, Excel, PowerPoint) required
- Basic CAD skills required (Bentley COMMs skills preferred)
- Basic GPS and GIS data gathering knowledge required

Job Type: Full-time
Pay: $63,297.00 - $85,000.00 per year
