Job Summary:

This position is responsible for directing, monitoring and implementing the planning, administrative, financial and programmatic activities related to community development, affordable housing, and blight elimination programs funded by the Lancaster County Redevelopment Authority and the Lancaster County Land Bank Authority. This position is also responsible for ensuring compliance with Federal, State and local laws, policies and regulations governing these activities by performing the following duties.

Job Duties and Responsibilities:
Core duties and responsibilities include the following. Other duties may be assigned.

  • Directs the planning, development and evaluation of housing and community development programs through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program (CDBG) and HOME Investment Partnership Program; provides the supervision, counsel and support to subordinate personnel needed to accomplish program objectives and resolve administrative and programmatic problems.
  • Assists the Executive Director to develop strategies and identify resources necessary for development and implementation of Redevelopment Authority community development, and housing development/rehabilitation programs.
  • Directs the preparation and submission of applications for financial assistance to Federal and State agencies associated with achieving the community development, and housing development goals of the Authorities.
  • Develops and implements operating policies and controls for the effective management of community development, and housing programs administered by the Redevelopment Authority and Land Bank Authority for adherence to Federal, State, local and agency procedures.
  • Develops, recommends and implements actions required to avoid or correct unsatisfactory performance conditions related to these programs.
  • Coordinates granting agency monitoring, and preparation of reports required by granting agencies.
  • Oversees provision of technical assistance to applicants, including non-profit agencies, developers, businesses and municipalities to complete preparation of applications to the Authorities for community development, and housing development financing.
  • Conducts the review of all applications, including loan underwriting and feasibility for the HOME Investment Partnership program consortium in partnership with the City of Lancaster, and makes funding recommendations following established citizen participation and agency guidelines.
  • Conducts, monitors, and evaluates community development and housing development/rehabilitation programs of the Redevelopment Authority including financial analysis to determine project feasibility, loan underwriting, loan settlements, loan portfolio management, development of public/private partnerships, and inter-agency, bank, and governmental relations.
  • Makes recommendation to Executive Director and the Authority’s Loan Committee for loan approval.
  • Prepares all Loan Documentation for Federal rental housing program funding awards, and represents Authority at loan settlements when requested.
  • Directs, monitors, and evaluates property acquisition, rehabilitation, and disposition of properties through the Lancaster County Land Bank Authority and oversees the coordination between the Authority, municipality, school district, developer and property owners.
  • Ensures that activities of the Redevelopment Authority, as well as proposals submitted by outside agencies to the Authority requesting financial assistance or endorsement, are consistent with current long-range goals and objectives.
  • Directs preparation of sub-recipient contracts for housing, community development and economic development activities and, working cooperatively with other departments as appropriate, directs monitoring of sub-recipient performance in accordance with established contract terms and conditions.
  • Works cooperatively with other departments as appropriate, monitors the compliance of completed housing and economic development projects with project owner and other related government agencies to ensure that all local, State, and/or Federal approvals are in place prior to project occupancy and payment of final draw request; project is in compliance with terms and conditions established in loan agreements; and takes appropriate action to achieve project compliance in consultation with Executive Director.
  • Responsible for records management related to applications for financial assistance, and loan documents and files relating to completed single and multi-family development and rehabilitation projects.
  • Oversees, and, as appropriate, participates in, the resolution of complaints and problems brought to attention by local municipalities, civic groups, citizens, sub-grantees and other interested parties related to Authority activities and policies.
  • Maintains a cooperative working relationship with public and private agencies and organizations.
  • Responds to federal, state and local government, and independent agencies' requests for information and other correspondence.
  • Maintains active association with social service, community, civic, and professional organizations to enhance the efforts and image of the Authority.
  • Attends Board of Directors meetings and, as required, presents recommendations and reports to the Board.
  • Prepares and presents programmatic information and data to the County Commissioners to ensure support for annual plans.
  • Assumes responsibilities and makes recommendations concerning employment, performance, salaries, promotion, and termination of assigned personnel.
  • Acting Project Manager for current cross-departmental solutions addressing housing and homelessness needs including coordination among construction partners (architects, engineers, etc.) to oversee construction or rehabilitation of identified sites. Coordinate all activities and needs with external partners and organizational team.
  • Organize community outreach efforts to ensure education for and support of projects.
  • Represent the organization to partners and community members at public events and presentations to educate about community housing needs and programs.
  • Oversee and manage department staff and adapt staffing to community and programmatic needs.
  • Contributes to the strategic planning of the organization as part of the Leadership team.


Directly supervises five (5) non-supervisory employees with additional staffing as needed to address increase in program needs. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

  • Abilities and Skills:

Considerable knowledge of federal and state community development, economic development and housing development/rehabilitation programs and regulations.

  • General knowledge of real estate development and financing.
  • General knowledge of local housing markets and the needs of project investors, private lenders, and tenants.
  • General knowledge of financial analysis and underwriting techniques.
  • Ability to understand and effectively communicate program goals, criteria, and processing procedures.
  • Ability to work as part of a management team and establish and maintain effective working relationships with fellow employees, municipal officials, other professionals, and representatives of non-profit organizations.
  • Ability to effectively supervise subordinate staff and to establish and maintain effective working relationships.
  • Skilled in the use of software applications such as Microsoft Word, Excel, Access (or similar software applications)

General skills in data entry, typing, and use of other general office equipment;


Master's degree (M.A.) or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.


Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
