The NETA Business Center provides human resources services for public broadcasting organizations and other non-profit institutions across the country. We are true partners for our clients! Working within a team of HR professionals, this position plays a pivotal role in managing Business Center client relationships and delivering exceptional human resource management services. In this leadership position, the Director provides specialized human resources coaching, support, and influence to enable Business Center clients to strategically plan for, manage, develop and retain their workforces. The Director of Human Resource Services provides strategy, oversight, planning, and development to a select group of clients. To ensure alignment with our core working hours in the West Coast, we prefer candidates in the Mountain and Pacific Time Zone regions.
REGULAR DUTIES:
- Consults on best practices and HR solutions to support the Business Center and its clients.
- Undertakes employee relations casework for assigned Business Center clients.
- Is responsible for the development and review of assigned Business Center clients’ employment policies and procedures, ensuring that they reflect current best practices.
- Stays current on regulations, trends, best practices and incorporates them into client solutions. (May also write white papers and articles and make presentations.)
- Manages assigned Business Center clients’ personnel folders, ensuring files are current, complete, and meet departmental compliance standards.
- Completes company orientation for new employees, ensuring that all required enrollment and information forms are completed, and that the new hire checklist is documented and placed in personnel folder.
- Completes annual compliance notices and forwards them to the management at assigned Business Center clients for distribution to their personnel:
- Employee Retirement Income Security Act (ERISA) notice,
- Medicare Part D notice,
- Children’s Health Insurance Program Reauthorization Act Notice (CHIPRA),
- Women’s Health and Cancer Rights Act Notice (WHCRA) and
- Summary of Benefit Coverage (SBC) notices.
- Processes Consolidated Omnibus Budget Reconciliation Act (COBRA) insurance qualifying event notices for COBRA eligible recipients.
- Creates and revises job descriptions for new and modified positions as needed.
- Responds to telephone and email inquiries on human resources issues promptly and efficiently, assisting where possible and relaying messages as appropriate or directing the inquiries to the appropriate individual.
- Other duties as assigned or as mutually agreed with clients.
BENEFITS:
- Is the primary benefits administration contact for assigned Business Center clients, managing employee enrollment in employer-sponsored benefit plans (e.g. healthcare, life insurance, accidental death and dismemberment insurance, dental care, vision care), claims, changes in coverage, COBRA administration, issuance of insurance ID cards, etc..
- After benefits enrollment has been verified, forwards the confirmation pages to the client contact for retention in the employee personnel folders.
- Completes employer attestation forms for Unemployment Benefit Claims by providing supporting documentation.
- Leads benefits renewal and open enrollment processes for assigned Business Center clients.
- Follows up with benefit carriers to make sure billing has been correctly adjusted for coverage changes and addresses any discrepancies in coverage billing.
- Manages the Affordable Care Act Reporting for assigned Business Center clients.
- Once an employee’s termination of benefits has been processed, maintains a copy of the termination notice in the employee’s personnel folder.
- Coordinates annual 5500 preparation and filing for assigned Business Center clients, forwarding retirement plan information to auditor for completion of annual 5500; ensures timely processing and filing to Department of Labor.
- Prepares the annual 5500 filing for submission to the U.S. Department of Labor EFAST2 website for assigned Business Center clients.
- Submits biweekly Flexible Spending Account deposit files for assigned Business Center clients.
- Submits monthly AFLAC supplemental benefit invoices for assigned Business Center clients and retains an electronic copy of the invoice at NETA for reconciliation by the client’s payroll coordinator.
- Submits 403(b) retirement contributions for assigned Business Center clients.
- Tracks time used under the Family and Medical Leave Act (FMLA)by assigned Business Center client staff and determines the eligibility of employees’ FMLA requests.
- Other duties as assigned or mutually agreed with clients.
OCCASIONAL DUTIES:
- Processes census reports for assigned Business Center clients, unemployment audits, workers compensation audits.
- Submits quarterly report of occupational injury and illness to office of workers compensation for assigned Business Center clients.
- Participates in U.S. Department of Labor audits, verifying compliance, tax returns, proper reporting and classification of personnel (IRS form1099).
EDUCATION & EXPERIENCE REQUIRED: (An equivalent amount of training, education and experience will also be considered.)
- Bachelor’s degree with a minimum of seven years’ experience in Human Resources.
- Demonstrated leadership in HR and benefits with a commitment to recruiting, developing, and retaining a diverse, professional workforce.
- Excellent organizational skills, accuracy, and attention to detail.
- Profound understanding of the need for confidentiality and integrity regarding the human resources information handled by this position.
- Strong, positive interpersonal skills.
