Full job description

Under broad policy and general administrative direction from the elected Anderson Mill Limited District Board of Directors, the District Manager plans, organizes, directs and reviews the overall administrative activities and operations of the district; advises and assists the Board of Directors; and represents the district’s interests with the community, the City of Austin and as needed with other organizations, contractors and agencies. The District Manager leads the district by providing daily administrative oversight of the district resources, property, employees and finances. The District Manager deploys the resources necessary to carry out the district’s goals and objectives. The ideal candidate will be an experienced and proven people and facilities manager, with the aptitude to understand county and city policy, legal requirements, and the ability to engage with a broad range of people as a representative of the district, including the public. In addition, the District Manager is responsible for the financial well-being of the district, including overseeing investments funds, tracking expenses and tax revenues and ensuring that quarterly budgets are balanced, and reporting, analysis and planning is provided in a timely manner for board engagement, approval and decision-making.

Education/Experience

The minimum requirements for this job are:

· Master’s degree from an accredited university in Public Administration, Parks & Recreation or the equivalent and a minimum of 5 years of increasingly responsible work in a management capacity

OR

· Bachelor’s degree from an accredited university or equivalent and a minimum of 10 years of increasingly responsible wok in a management capacity

AND

· Finance or accounting experience with responsibility to set, track and meet annual revenue and expense plans. Must have managed sizable annuals budgets and provided reporting, analysis and insights for executive decision making.

· Proven people manager adept at leading a diverse team with a broad range of skill sets and experience levels. Must have experience hiring and developing people and the ability to build and maintain effective working relationships with staff, the board of directors, and the public.

· Knowledge of and experience with facility management, remodeling or construction management experience. Ability to guide and oversee maintenance and operations and emergency management for the pools and district facilities.

· Strong and demonstrated communication skills in English and using the MS365 Suite of applications, specifically Outlook, PowerPoint, Excel, Word. Desktop and website publishing software experience preferred.

· Well-developed and proven leadership skills, especially in the use of delegation, collaboration, participation and example; and strong interpersonal skills; excellent organizational, planning, analytical and problem-solving skills; ability to set priorities, but also remain flexible.

· Must be ethical, trustworthy, self-confident, open and approachable, decisive, responsible, dependable, resourceful, enthusiastic, highly motivated, community minded and results oriented.

CERTIFICATES, LICENSES & REGSITRATIONS

· Must have and maintain a valid class C Texas state driver’s license.

· Must have or obtain Aquatic Facility Operator (AFO) certification within 6 months of hire date.

· Must have or obtain the Public Funds Investment Act (PFIA) certification within 6 months of hire date.

The ideal candidate will also have the following qualifications:

· Experience with governmental duties and administration including county elections, tax authorities and Open Records Officer training.

· Membership and involvement in local, state and national Parks and Recreation professional organizations.

· Aquatics facility management experience and/or knowledge of pool operations and maintenance of commercial pool equipment.

· Multi-line phone, copy and fax machines, tape recorder

ADDITIONAL REQUIREMENTS

· While performing the duties of this job, the employee is frequently required to sit, talk, hear, use hands; and reach with hands and arms. The employee is occasionally required to walk.

· The employee must occasionally carry, lift, hold, push and/or pull up to 50 pounds of office supplies, files, equipment, and furniture. Specific vision abilities required by this job include close vision and the ability to adjust focus.

· Work Hours: Monday through Friday in person in the office.

The District Manager position is a permanent, full-time, exempt position. The District Manager is always on call in case of emergency; or will arrange to have someone on call at times when the District Manager is out of town or otherwise unavailable.

Pay: $90,000 - $110,000 annual salary
